Prince is a seasoned lawyer with well over 18 years post admission experience. He was involved in the process of writing a book titled: Promotion of Equality and Prevention of Unfair Discrimination by Prof. Gutto. His main role was to gather information relevant to the piece of legislation, Promotion of Equality and Prevention of Unfair Discrimination Act (PEPUDA). Furthermore, he was involved in the National Project by the Human Rights Commission and the Department of Justice on the implementation of PEPUDA.

Pension Fund Law

Prince advises on Pension Fund Law and served the Office of the Pension Funds Adjudicator on advisory and litigious processes.

Administrative, Regulatory and Constitutional Law

Prince has rendered legal opinions on among others, appointment of senior managers within the municipality in terms of Municipal Systems Act, as to whether the appointment and term thereof should run or be determined by the term of office of the council of the municipality.

He also rendered legal opinion on the issue of water services, on who has authority of water services in terms of Water Services Act between the district and the local municipalities.

Prince is currently the Deputy Chair of Ekurhuleni Local Committee, Gauteng Liquor Board.

Labour Law and Employment Law

Prince, from time-to-time chairs disciplinary hearing of the organization such as Agricultural Research Council (ARC), South African National Parks (SanParks), South African Local Government Association (SALGA), State Information Technology Agency (SITA), South African Local Authority Pension Funds (SALA). He is often involved in initiating or prosecuting disciplinary hearing on behalf of institutions such as Public Protector South Africa (PPSA), Lepelle Northern Water Authority (LNW) etc.

Litigation

Prince is involved in litigations on behalf of clients, such as the City of Johannesburg, National Energy Regulator of South Africa (NERSA), City of Ekurhuleni, etc.

Investigations

Prince has led his team in conducting investigations on behalf of Council for Scientific Industrial Research (CSIR), Sedibeng District Municipality, Vhembe District Municipality and South African Local Government Association.

Dineo is an admitted Attorney, Conveyancer and Notary Public of the High Court of South Africa. She works across a range of legal practice areas, from Administrative Law, Employment Law to Property Law and Conveyancing and Notarial practice. However, her passion leans more towards litigation, Administrative Law and Regulatory Compliance and Risk.    

Dineo has demonstrable experience advising her clients on Public Procurement and Property law matters. In addition, Dineo advises on all aspects of Notarial law which include the execution of notarial deeds such as notarial bonds, antenuptial contracts, servitudes and leases, as well as the authentication and legalisation of documentation for use within/outside the Republic of South Africa.

Dineo specialises in the following practice areas:

Labour Law and Employment Law

Dineo has a keen interest in Labour law and has honed her skills in that field. She has been actively involved in initiating disciplinary actions on behalf of her clients, mostly employers, at internal hearing. She further represents employers at CCMA arbitrations and litigating at Labour Court level

Dispute Resolution and Litigation

Dineo has vast experience in both action and application proceedings and rendered litigation services to various clients at High Court, Supreme Court of Appeal and Constitutional Court level. She instituted and/or opposed matters on behalf of her clients, amongst others, Municipalities, in matters relating illegal or unauthorized use of property in contravention with municipal by-laws and municipal powers to impose penalty tariff in the instance of illegal or unauthorized use of property, etc.

She litigated at Constitutional Court, Supreme Court of Appeal and High Court in matters relating to challenges in respect of the validity of property rates, taxes and tariffs implemented by Municipalities.

Furthermore, Dineo represents Municipalities at the Municipal Valuation Appeal Board in matters relating to categorization of properties by the Municipal Valuer.

Procurement Law and Compliance

Dineo has rendered legal opinion in matters relating to Administrative and Constitutional law. She was involved in Supply Chain Management litigation relating to tender evaluation and/or adjudication disputes and interdicts for the review and setting aside of tenders adjudicated by municipalities.

She further conducted investigations and compiled investigation reports on behalf of Municipalities in respect of procurement matters focusing on matters of management, budgetary processes and compliance, procurement and financial management with particular emphasis on the investigation of Irregular expenditure; Fruitless and Wasteful expenditure; Unauthorized expenditure; and Over-spending; within the context of the Local Government: Municipal Finance Management Act.

She has successfully opposed Review Applications brought against her clients in the High Court and Supreme Court of Appeal.

Dineo offers probity advisory services and sits at Bid Specifications and Bid Evaluation Committees as in when required by the City of Johannesburg metropolitan Municipality. She is mandated to ensure that the procurement process is fair, impartial, accountable and cost effective and to provide the relevant, pragmatic and defensible advice.

Property Law and Conveyancing & Notarial Services

Dineo possesses a considerable experience in registration of immovable properties and mortgage bonds in the Deeds Registries.

She has been actively involved in registration of conventional transfers of properties, as well as transfers as a result of or in terms of liquidations, auctions, court orders, foreclosures, divorces, donations, deceased estates and insolvent estates.

Furthermore, she has been involved in subdivisions and consolidation of land / properties, as well as registration of servitudes.

She has drafted deed of sale, lease agreements, notarial deed of servitudes and Antenuptial Contracts. She also assists client with authentication and legalization of documents to be used within the Republic and in foreign countries.

ZUBAIDA JOOMA

ZUBAIDA JOOMA

Qualifications:

LLM (Masters in Child Law) – University of Pretoria
CERTIFICATE IN COMPLIANCE MANAGEMENT – University of Cape Town

Zubaida obtained her LLB (Law) degree and LLM (Master’s in Child Law) degree from the University of Pretoria in 2008 and 2011 respectively. During 2011 she also attended practical legal training at the Legal education and development (LEAD), school for legal practice, where she was awarded with a certificate for outstanding performance in professional conduct. She also holds a certificate of Compliance Management from the University of Cape Town obtained with distinction.

Zubaida has experience and appeared in High Courts and Magistrates Courts. She specializes and in Town planning law, Family Law and Compliance. She assists with monitoring of evaluation processes at the IEC procurement processes.

Zubaida joined PM & Associates in April 2017 and specializes in the following fields of law:

Litigation

 Instituting and or defending matters on behalf of the City of Johannesburg in matters relating to contravention of town planning, building control, evictions and outdoor advertising regulations (COJ municipal by-laws).
 General Litigation in the Magistrates Court.

Road Accident Fund

Zubaida is representing claimants by instituting action against the Road Accident fund for damages suffered by claimant. This includes instituting action on behalf  of Plaintiff against the RAF in High Court.

To escalate settlement of our client’s Road Accident Fund matters, we liaise directly with claim handlers and attend to block settlement negotiations held with the Road Accident Fund.

Compliance

Attending to observe tender closure processes and tender evaluation bids at the Independent Electoral Commission (IEC) and drafting reports on same.

Attending to section 65 objections lodged at the results operations centre during the 2021 Local Government Elections.

Divorce and Family Law

Zubaida is representing client’s in divorce proceedings in the High Court and or the Magistrate’s court by ensuring a fair and equitable division of the estate between the parties and ensuring that the best interest of the child remains of paramount importance throughout the proceedings and upon divorce. We have on occasion been requested to assist with various matters pertaining to maintenance, paternity and procedures of the children’s court.

KGWERANO IRENE KOMAPE

Qualifications:

LLB – University of South Africa

Irene is a Candidate Attorney with vast experience in legal administration and operations with 9 years working experience. Her career in the legal sphere began with her role as administrator and was later promoted to Operations Manager responsible for the supervision and management of call centre staff, facilitating interdepartmental communication between the call centre and legal departments, allocated task of business development through the rigorous tendering processes ensuring compliance with various legal institutions as well as the effective and efficient day-to-day running of the firm.

Her academic achievements span from obtaining her Governance and Political Transformation degree from the University of Free State. She was awarded for academic excellence by the prestigious Golden Key International Honours Society in 2012. As a result, she was awarded a scholarship by the University of Pretoria to further her studies in Political Science majoring in International Relations. She went on to pursue an LLB degree at the University of South Africa of which she obtained with distinction.

Litigation

As a Candidate Legal Practitioner, Irene, together with her principal, consults with clients, taking instructions. She conducts legal research and prepares briefs for counsel, as well as appears with counsel at High Courts and the Supreme Court of Appeal. She has, amongst others, assisted the following clients: the National Energy Regulator of South Africa, City of Johannesburg Metropolitan Municipality, South African Local Authorities Pension Fund, Musina Local Municipality, etc.

Reviewing of Contracts and Compliance

Irene is actively involved with the reviewing of client’s existing Service Level Agreements and formulating contract templates that are in line the applicable legislation and with what the client aims to achieve as well as protecting the client’s interest. She has developed contract templates for AgriSeta.

Public Procurement and Administrative Law

Irene has provided Probity Advisory Services to clients by analyzing bid evaluation process and ensuring that the process was fair, transparent, equitable as outlined in the Constitution and other applicable Authorities. Furthermore, she ensures that National Treasury regulations have been followed by the bid specifications and evaluations committees.

Road Accident Fund

Irene has been actively involved in Road Accident Fund matters by instituting action against the Road Accident Fund for damages suffered by claimant. This includes ensuring that the claimant has undergone all required medico and assisting with settlements.

Pension Fund Law

Irene has assisted the office of the Pension Funds Adjudicator with filing of their records as well as appearing in Court together with Counsel to defend the Adjudicator’s determination.
